Legislator Train Wreck


In February, some members of the Kansas Legislature were so upset with the judiciary that they introduced to bill to impeach judges who "usurp the authority of the legislature"; but then this month, the legislature gave away their precious authority to make a budget. They had the Governor make the decisions how to cut $97 Million. More cuts to services, following cuts made in previous years. Cuts that were necessary despite increases in sales taxes, property taxes, license fees. Some have likened the state of the Kansas economy to a "rolling dumpster fire", I prefer the more traditional "train wreck".
Before the upcoming election we need to ask incumbent legislators, "Were you complicit in the train wreck or were you too weak or just unwilling to stop it? Either way, why don't you give someone else a chance to do the right thing?"

MERIT PAY FOR LEGISLATORS



A system for Merit Pay for Kansas legislators is being debated by a committee of teachers meeting this week in Topeka. “There should be a way to reward the good ones with bonus pay and a way to run out the bad ones,” said Mrs. Brown, a veteran teacher from Elm Heights Elementary. The committee seemed divided on a method of determining the legislators who deserve merit pay.
“It would be easy to measure statehouse excellence,” argues Mr. Jenner, a P.E. teacher at small rural school, “grade them on attendance, proper attire, and number of bills introduced. Highest score gets extra pay.”  “That not a equitable method; some House Members serve on committees that handle a small number of complex bills, while others may crank out many bills naming state buildings after famous Kansas veterans,” replied Mr. Pascal, the committee’s Special Ed representative.
A few members seemed tired from the amount of thought that Merit Pay creation task was requiring and suggested the Governor and the Majority Leader of each chamber could hand out the extra pay as they saw fit. The German instructor, Herr Hogan, felt that this method would be the easiest because those in charge of the Legislature know who is most deserving of the extra pay. “Dedication, innovation, extra effort are nice, but a truly effective politician is one who gets along with superiors. Where we having lunch?”
“Wouldn’t this create more problems?” asked a concerned Sister Lois, “We might have Senators literally and figuratively stabbing each other in the back to get this merit pay. Can we assess them all based on cumulative outcomes for the whole Legislature?”
“That sounds like communism. And I should know, I’m in Social Studies.” said Dr. Camus.
“Don’t you teach Philosophy?”
“I may or I may not be the Philosophy Instructor, “ replied Camus, lighting cigarette as he sat beneath a  No Smoking Sign.
“If we give all the Legislators a pay raise, that would signal that we as teachers value their work, their contribution to the State of Kansas? And we sure wouldn’t want that!”
“Let’s forget this merit pay thing and concentrate on paying them less, taking away job protections, and making it easy to fire them,” said the Chairman, Mr. Walker. “You know, like we always do.”
“All right, meeting adjourned. Where we having lunch?”

Planned Parenthood Investigation

The Kansas Board of Healing Arts announced that an investigation of Planned Parenthood in Kansas found no violations of the laws concerning fetal tissue donation. This comes soon after Governor Sam Brownback's order that Planned Parenthood be punished with a loss of Medicaid funds for "selling baby parts"; actions which we now have confirmed, never occurred.
In other Brownbackistan news, motorists who do not exceed the speed limits will be ticketed by the Kansas Highway Patrol, homeowners who pay property taxes on time will be fined, and prisoners who do not escape will have their sentences extended.

Islamaphobe Cartoon Contest

Our Muslim radio friend, Dean Obeidallah, sponsored the Draw Your Favorite  Islamaphobe Contest (you can hear Dean's show Saturdays, Ch 121 Sirius/XM). We here at TTFFIATT(IAT) can not pass up a contest, so we had two entries,  lampooning Lindsay Graham and Pamela Geller. One a professional fright-monger and the other a professional hate-monger. Not that there is anything wrong with mongers; no one has trouble with fishmongers or ice cream conemongers. The important difference is the commodity  that is being peddled.

I didn't win. Didn't even make the final eight. Dean is still my only Muslim friend (despite his error in cartoon judgement).

KS Legislature april 15

GOP stands up for individual rights - unless  you are poor 

 "25 bucks is all you get, scum! (Although many ATMs give out cash in multiples of $20) so, $20 is all you get, scum, because of FREEDOM!"

Cash is fungible, you won't be able to tell if a recipient is using his/her benefits "correctly". A person who uses TANF cash to pay rent will free up money earned at work to pay for cruises, diamond rings, municipal bonds, bail bonds, or contributions to political candidates.  (You were aware TANF requires recipients be employed). This is about government punishing poor people. If you truly cared about doing something for poor people, you would raise the minimum wage so that there would be fewer poor people.
P.S. Concerning HCR 5010 - If the Constitution gives state governments the right/duty to "protect the liberty of our People", then legislatures around the country, and in particular, the Kansas legislature, have done a pretty poor job. In particular, the efforts to making voting more difficult, the denial of health insurance to low income citizens, the shifting of tax burden from state government to local governments, and the embrace of the Laffer curve, and the creation of a system of legalized bribery called campaign contributions. Thankfully, there is a Federal government that, in some cases, can save us from our neighbors at the state capitol.

Could Something of Interest be Happening Somewhere Other Than Kansas?

Just in case you didn’t read this in the news, in 2010 the people of Minnesota elected a Democratic Governor, Mark Dayton, an heir to the Target fortune.  Gov. Dayton raised income taxes on individuals making more than $150,000 a year, and on couples earning more than $250,000. He also began raising the State minimum wage, it will reach $9.50 an hour in 2018.
I am sure that at the time, some said, “You can’t raise taxes on the Job Creators or force them to pay employees more!  The Corporations and small business owners will stop hiring, shut down, and then move away!!”
However, what they saw in Minnesota was an increase in tax revenue, an increase in employment, and an increase of the median income. Not only did the richest citizens not move away, the improving economy has increased the number of tax payers in the $150,000 + tax bracket. The state has a $1 Billion budget surplus as of January 2015. The Governor is going to apply one third of the surplus to public education. That’s right, an increase in school funds. Minnesota  also set up a State exchange under the Affordable Care Act and they expanded Medicare to make health insurance available to the poorest of it’s citizens. (Which cost the state $0).
Compare those facts to what you have read in the news. The State of Kansas stopped collecting taxes on it’s richest citizens, it has refused to increase wages for the lowest earning citizens. Budget deficits are forcing the State to delay/renege on pension promises made to employees. Funds intended for highway projects are being detoured to cover budget shortfalls. Expenses once covered by the State are being shifted to local governments who have had to raise property taxes. Public education funds that were promised are being sliced in the middle of the school year. Some Kansans who had no healthcare coverage were able to buy coverage through the Federal exchange, but the refusal to expand Medicaid has left some of our fellow citizens in a black hole of health insurance; too rich for Kansas Medicaid but too poor for subsidized coverage.
During the last election Sam Brownback said that the “Sun is shining in Kansas, don’t let anyone tell you different.” Well, facts are telling us that the sun IS shining, but apparently in Minnesota. Here, not so much.

NCIS: Gilligan's Island

Inside sources are telling me that CBS is adding to it's multi-platform NCIS franchise. NCIS: Gilligan's Island is currently being cast. Eric Stonestreet is regarded as the favorite for the lead role of Chief Investigator Thurston Howell V. Other names mentioned are The Rock, Vern Troyer and that "You can call me Ray, you can call me Jay" guy who, despite what you thought, is still alive.
The producers are denying that the role of Goth/Nerd forensics gal has been offered to Lisa Minelli. Queen Latifa, J Lo, J Law, or Kim Kardashian's cloths-wearing sister are more likely to win the role.
Old Wise Doctor will be played by Mr. Barbra Streisand James Brolin, who got his TV medical license on Marcus Welby M.D.
Filming is scheduled to begin April 31, next year.

What's The Problem In Kansas?

When commenting on the State of Kansas’ budget shortfall, House Speaker Ray Merrick is quoted as saying, “We do not have a revenue problem. We have a spending problem." In Mr. Merrick’s mind the fact that you, as a Kansas citizen, want drivable highways, is a problem. The fact that you want restaurants inspected before you contract e-coli is a problem. The fact that you would like BTK and the Carr brothers to remain incarcerated is a problem. What is definitely not a problem, in his view, is the fact that owners of “S” Corporations have been excused from paying state income taxes. The Speaker believes that it is not a problem that the employees of those corporations, and all the other workers, are expected to pick up the revenue shortage.
Governor Brownback and his GOP minions will have a difficult time solving the state’s financial mess because they are incapable of recognizing that the actual problem is Governor Brownback and his GOP minions.

So happy that you and Mrs. Palin are visiting Independence! I have made a Google map that highlights some things you two can look at. I've marked a car dealership that employs local people selling cars built in America. Remember how you wanted to all those people to lose their jobs? Then swing by the hospital where people who can now afford health insurance go when they are sick or injured. I have also marked the location of one of the cemeteries will people will end up if you "repeal and replace" Obamacare. I realize that deaths from treatable disease will never affect you or Mrs. Palin, so maybe you should go take a look at the graveyard. I've shown on the map a block in a "working class" neighborhood, just in case you never see these in Virginia. The people here are much less likely to be unemployed, now that that the GOP is no longer in the White House. Also, many of these people have 401k retirement plans that are in good shape now (remember how you railed against the "failed stimulus"). The citizens of Independence, Mrs. Palin, and you have all benefited from the huge increase in the Dow-Jones, so drop on by the stock brokers and check your portfolios. Sen. Hey, State of Kansas, send me some information

The State of Kansas is one of the stingy states that has decided not to expand Medicaid to cover those citizens who do not qualify for subsidies under "Obamacare"; you know, one of the states that has an excuse to let citizens of low to moderate means get sick and then die.
We here at the Think Tank have written the following letter/Open records request to agencies in Topeka as small reminder to those in charge that we have noticed what they have done. A tiny reminder that they have publicly displayed their disregard for certain groups of potential voters.
Letters have gone to the Governor, the Department of Revenue, the Insurance Commissioner, and the Secretary of State.

Sir:

I am requesting information under the Open Records Act. There are citizens of the State of  Kansans who, because of their income level, fall into a health care dark zone. They make too much money for Medicaid in the State of Kansas but, they are too poor to receive subsidies to help pay for private insurance under the Affordable Care Act.

Please send me list of all Kansans who do not qualify for Kancare and make less than 138% of the poverty line. Include their addresses and phone numbers so that I can contact these people and point out that elected officials in Topeka are deliberately making their lives more difficult. I will also make sure they know that they have the right to register to vote and elect officials who do not hate citizens who make less than 138% of the poverty line.

I expect to get letters of denial but maybe I'll get audited, or maybe my voter status will be revoked, or maybe I'll get a speeding ticket whenever I leave the house. Such occurrences would only confirm what the refusal to expand Medicaid has shown us; the government of Kansas hates the citizens of Kansas.

I Would Rather Talk About Obamacare, Thank You


My latest letter designed to annoy the Foxwatchers who also read the Hays Daily News.

A co-worker told me that Obamacare is “messing up the country”, I replied that making health care available to more of our fellow citizens is actually “fixing up the country”. I was struck by how nice it is that we were discussing the minutia of the insurance industry, as opposed to subjects that concerned us in the near-recent past.
It has been some time since we analyzed the plummeting Dow-Jones index. We no longer have to discuss the body bags returning from Iraq. Despite the wishes of some of our Senators, we do not currently have to talk about body bags returning from Iran or Syria. This is undeniably a good thing for everyone.
Most people would rather have our most pressing issue be health insurance rates; as opposed to when we were concerned with collapsing buildings and the resulting thousands of casualties. We should be happy that we no longer have to talk about the economy shedding thousands of jobs each month.
Given the alternative topics from recent history, I am glad to discuss the changes taking place in our health care system; changes which will make health care better. Recent newspaper coverage leads me to believe the Hays Medical Center shares my outlook concerning the future of American health care, as they expand buildings and services. I am glad Senator Moran was in town to see this optimism first hand.

We Need Representation

The following letter was published in the Hays Daily News, another in a series of letters wherein the Think Tank For Freedom in America to Think (In A Tank) tells the world how to behave. We suggested the headline, Damn, Tim Huelskamp Sure Does Suck, but the newspaper had their own ideas.

The agreement ending the recent government shutdown included a provision that a conference committee will meet to work out a budget, based on the differing budget bills passed in each of the houses of Congress. This is the process described in the Constitution, which differs from the recent practice of passing Continuing Resolutions that just extend an old budget bill. This House/Senate committee should produce a bill that work to satisfy the citizen’s needs and concerns (national debt,  economic growth, individual liberties, etc., etc. etc.). This important budget bill will then be voted upon by the entire Congress, including our Representative in the House, Tim Huelskamp.
Tim’s voting history and public pronouncements tell us that no budget will be austere enough, no budget will cut your Social Security enough, no budget will close national monuments enough. His input will be neither sought nor considered, because everyone knows Congressman Huelskamp will vote “NO”. That means that we, the voters of the 1st District of Kansas, will not be represented in this budget process; just as we are no longer represented in the House Agriculture Committee.
We don’t like it when drug peddlers are in the Sheriff’s Office, we would not want an arsonist running the Fire Department, and we would not select an atheist to be our parish priest. So why did we elect a person who dislikes government and is a person who believes the “government is the problem”? Should we be surprised that Washington has problems when we sent a government-hater to help run the place?
Let’s send someone who believes government can work for us and will endeavor to make sure government will work for us; as opposed to sending someone who believes in obstruction, destruction, and vandalism.

No word yet from any of Rep. Tim's many offices.
This letter points out a problem, but does not lay out any possible solutions. Who could better represent us in the House of Representatives? I don't know.
In this respect, I am similar to the GOP, with their "Repeal and Replace" suggestion for health care. Replace Obamacare with what? We don't know.

The Tim Huelskamp Small Business Award

Representative Tim Huelskamp, in a recent column, observed National Small Business Week by calling on the government to “get out of the way” of small business owners by reducing tax and regulatory burdens. To further recognize those small business owners who spend hours at the kitchen table reading the complete IRS tax code and the entire printing of Obamacare regulations instead of doing what they do best, running their business; I am awarding The Tim Huelskamp Small Business Award to Farrukh and Bushra Baig, owners of 7-Eleven franchises in New York and Virginia. They along with seven others have been indicted for fraud, identity theft, and concealing illegal immigration. They receive this prestigious award for having the courage to lead us into a system of decreased taxes and regulation, by refusing to knuckle under to time consuming federal rules; including those mandating paying a minimum wage, or the ones requiring that employees be actually paid for the work they do, or the ones outlawing undocumented workers from stealing the identities of deceased Americans. I am sure Rep. Huelskamp, along with me, thanks these brave job creators for showing us what a small business Nirvana this country could become, just as soon as the Government gets out of way.

Pat Roberts, Jerry Moran, and the Guy at the Co-op

Senators Roberts and Moran have been working for us on Second Amendment issues in Washington. There is a bill in the Senate that would allow/direct the President to confiscate all privately owned firearms. I looked for the bill number but could not find one; I'm sure the bill exists because a guy at the co-op told me so.
Our Senators also voted against the background checks bill because the Second Amendment gives us the right to bear arms without ever having to fill out any paperwork. That last part is actually in the Constitution; I learned that from the same guy.  
P.S. For those who have no ear for sarcasm; yes, if you disagree with me on this issue, I am comparing you to Scut Farkas.

Obama Wants You to Dispaly the American Flag: will his evil never end???

President Obama, in an Executive Order, declared May 1, 2012 to be Loyalty Day, a day when Americans are encouraged to display the American flag and recite the Pledge of Allegiance. The first Loyalty Day was declared by President Eisenhower in 1959 and has been repeated each May 1 by every President, including Ronald Reagan and two George Bushes. Loyalty Day neither new nor is it evil. I only became aware of this holiday when, in the Hays Daily News, a reader disparaged Loyalty Day because it occurs on May 1 and because Barak Obama is somehow involved. There is no UN Communist Socialist Kenyan drone plot involved; a conclusion I was able to reach with three minutes of research on the internet, while simultaneously watching an episode of American Pickers.

How to Handle The "Debt Ceiling Crisis"

Nowadays we like to label everything a “crisis” and there is another one on the way, “The Debt Ceiling Crisis”. Sometime next month the federal government will no longer be able to pay the bills Congress has run up because we will have reached the debt limit, a number established two years ago when we had a “Debt Ceiling Crisis”. Unless Congress acts, it presumably will fall to the President and/or the Secretary of the Treasury to decide what bills to pay, what promises to keep, and what obligations to ignore. This process is complicated by the fear of the national debt: “it’s immoral to make future generations to pay for our spending“; “debt makes us slaves to the Chinese“; I am sure you’re familiar with the rhetoric. But in this situation Congress, not the President, has authorized (promised) this spending but now seems reluctant to actually pay it’s bills. No one has been publicly specific about what spending will be curtailed so that the federal government won’t have to sell any more bonds, so I’ve come up with the probable money saving actions the Secretary will employ.

We have talked about closing national parks before, so that’s a certainty, but it not nearly enough savings to make a difference. Since this “Debt Ceiling Crisis” is being caused by Congress’ deliberate inaction, Congress should get some of the burden. It seems wrong to stop the paychecks of the Members of Congress but we should stop paying all their support staff. The elevator operators, the committee staff, the security guards should punch out and go home. They will be more comfortable at home because the government should turn off the heat, water, and lights in Capitol building and the Congressional office building.

Here are some easy immediate spending reductions the Secretary of Treasury could make right away: stop making F-35s. Park the ones all ready delivered and put them in mothballs until Lockheed-Martin figures out how to make them work right. These studies can’t be on the military’s dime, Lockheed-Martin made us believe the planes would work, so they can pay for it. We could also cancel all KC-46 contracts. This would save our children $4.6 billion; for that amount we could buy a lot of duct tape to keep the KC-135 tankers flying.

It is immoral to make future generations pay for our Navy; they won’t get to ride our present-day ships and submarines, so stop construction of all Navy and Coast Guard projects. No new submarines, aircraft carriers or destroyers. Send all the shipyard workers home; Uncle Sam won’t be paying the bill.  You may say , “Won’t that raise the unemployment numbers??  Sen. Moran says” Government does not create jobs” , so how would it be possible for government to destroy jobs? So as any Republican would tell you, the answer is “No, the ‘Debt Ceiling Crisis’ will not increase unemployment.”

A large proportion of US government spending is checks sent to Medicare/Medicaid providers and Social Security recipients, so sending out these checks would push us over the debt limit. We will have to stop paying all retirees, civilian and military. Forget about the fact that the people getting this money paid into the system throughout  their working lives; the Federal Government should not be held to it’s Social Security promises. The Republicans in Congress will like this result; they are working to get rid of “the social safety net”; more impoverished elderly people would be seen as a good outcome.

Furlough all air traffic controllers and TSA inspectors. We just can’t afford to pay those people any more. I know we hired them and promised to pay them, but hey, we’ve reached an arbitrary number called “the debt ceiling”, so that promise is also null and void. This debt-saving measure would of course shut down all civilian air traffic. The only thing allowed in the air would be Air Force planes armed to shoot down criminal planes (any plane in the air would be in criminal violation)  This ban on flights would include emergency medical flights (this aspect would be acceptable to the GOP, as only poor people have to get airlifted to the hospital)

Shut down the Border Patrol; it would be immoral to make our kids pay for our present-day immigration policy.  Put a big iron gate across all roads leading to Canada and Mexico. Paying customs agents will also put us further in debt, so we will shut down inspections of all cargo in all American ports; no ships in or out. Except Coast Guard ships on combat patrol to sink any criminal craft. (any boat in American waters would be in criminal violation).

Meat is inspected by the USDA, we have to borrow money from our children to have untainted meat. Of course, the downside is… no inspections- no meat. The upside is…short supply will make prices go up, which makes more profit for Wal-Mart and Kroger; and isn’t that what is most important, more money for the “job creators”?  Don’t worry, there will be foreign noninspected black market beef available for you city folk, (remember, there will be no one patrolling the land borders), we rural people all know farmers and ranchers who will sell us cattle right out of the pasture (we could go on the internet and learn how to butcher the cows). The farmers will be needing money because any payments for crop insurance, price support programs, etc. etc. will have to be suspended; again, because paying those bills will cause us to borrow from the Chinese.

Most government debt is not really held by China; Americans and American institutions, like mutual funds, investment banks, and hedge funds hold most of the bonds. To not pay these corporations(which are people, after all) would cause international monetary problems so complex that only learned people can predict them, so I would say we should continue to pay the interest on the national debt; rich people/corporations should never be inconvenienced; so when it comes to the debt ceiling, we poor people will shoulder the burden, we always do.

Some of you, like my right-wing friends, seem to think the only function of the Federal Government to take away firearms and give money to undeserving poor people. Congress is on the road to making a debt ceiling crisis that will be both horrific AND educational.

Unless Speaker Boehner allows a debt limit extension to come to the House floor and Sen. McConnell does not filibuster the bill in the Senate, ordinary functions of government could cease. We can hold out hope that Congress does what is best for America. Republicans laudably want to cut the federal budget, but now is not the time to do that; they have the upcoming “Sequestration Crisis” and the “Continuing Resolution Crisis” where they can change the budget amounts spent by the government through the ordinary legislative process, you know, like in the Constitution.

2nd Amendment - I'm Sure This is What They Wanted

The current reading of the 2nd Amendment gives every American the right (in all caps.. THE RIGHT) to commit suicide and also take out any number of other people. Current "tools" make it possible to wipe out a large number of people in a short time, and Americans are allowed to choose who else is going to die. Nuns, school kids, babies, Christmas shoppers, postal employees, soldiers, movie goers, McDonald's customers, family members; it doesn't matter; the Constitution says it's OK to shoot them all. And I'm sure that we can all agree that the Framers had this in mind when they adopted the Bill of Rights. Franklin, Jefferson, and Madison envisioned these events, like those at Sandy Hook Elementary, would be good for the country and set in stone our RIGHT to mass murder (as long as you then commit suicide).




Is this quote from the Constitutional Convention accurate?  Mr. Franklin said, "Mass murder is not all bad. Y'all could even say it would be a good thing, put it in an Amendment."

And then Tim said, "I don't get no respect..."

Republican Tim Huelskamp has been removed from his assignments on the House Budget committee and the Agriculture committee by Republican Speaker John Boehner. This political move diminishes the influence of the citizens of Kansas on two committees important to the general welfare of our state. The Speaker is pushing us aside, despite our consistent support of Republican policies and candidates. We voted for Richard Nixon three times, for goodness sake. What more do they want?
I don’t believe Rep. Huelskamp realized that would be expected to become a lockstepping, golf club carrying, rubberstamper for John Boehner. Tim’s independent thinking is being punished by a petty, vindictive GOP House leadership.
For these reasons, I have invited Tim to become a Democrat. He would find Democrats in Congress to be more friendly and more accepting of divergent views. And much less weepy. If he hurries with a party switch perhaps Mrs. Pelosi could get him a Democratic seat on the Ag committee, where he would once again be able to influence legislation so important to the citizens of the First District.

We're In The Big Time

A follow-up to my formal objection to the inclusion of Willard "Mitt" Romney on the ballot in the state of Kansas.
RECAP-
Some guy at the vet school in Manhattan got a lawyer to file an objection to the inclusion of Barak Obama on the presidential ballot in Kansas. A Board of Objections,comprised of the Secretary of State, the Lt. Governor, and the Attorney General can decide who is or is not on the ballot. The vet school dude, in charming legalese, repeated standard birther arguments; Obama Sr not a US citizen, Barak not born in US, etc., etc.), his objection noted some court cases while ignoring others. It occurred to me, here at the TTFFIAT(IAT), that every argument put forward to take Mr. Obama off the ballot also applied to Mr. Romney (Father not US citizen, no proof of birthplace,etc., etc.).
I sent a copy of my objections to each member of the Board and lo and behold! they did not ignore me! I received a letter of Mr. Kobach's office essentially telling me to go to hell (in a nice way) because I had filed too late. But for the first time the Think Tank For Freedom IN America To Think (In A Tank) has finally made a splash in electoral politics!!! OK, maybe just the tiniest ripple, the Assistant Secretary of State Eric Rucker spent three minutes dismissing my complaint - but still - that's something.
Now that our think tank is bigtime, I am now outraged at the Huffington Post's blogger, Jason Linkins, comments concerning Think Tanks:

  Think tanks exist as a vital part of the white-collar welfare industry for parchy white people who lack the courage to actually make material contributions to society like teaching children math or delivering pizza. This nation is amazing, because in actual countries with actual problems, think tankers would be thrown in ditches.

He was actually referring to the American Enterprise Institute, a major league think tank, but now I believe i have also earned the right to be indignant.
